NOTE: Please review the Grants tab for information about the $750 per-unit incentive available to all owners who meet the following requirements:

The City of Cleveland issues a Lead Safe Certificate, and
-
Real estate taxes are current.
This incentive is capped at 12 units per zip code and 50 units citywide. Properties that qualify for the 20-year exemption receive an increased incentive of $1,000 per unit. The incentive now applies to both the initial certification and the first recertification. This program is administered by Environmental Health Watch.
Fees – Single-Family Homes (1–4 Units)
Clearance Exams & Risk Assessments:

Discounts:

$100 discount for recertifications (only applies to properties we inspected for initial certification)

10% volume discount for 3+ properties inspected on the same day
Important: Homes with pre-1950 wood double-hung windows almost always fail lead inspections. We no longer perform exams on these properties.
20-Year Exemption (Combined LIRA):

Single-family: $850

A Combined LIRA includes both an XRF lead inspection and a full risk assessment. Most homes built in the 1960s–70s, and some from the 1950s, qualify—provided there are no underlying layers of lead-based paint.
Fees – Small Multifamily (5–20 Units)
Risk Assessment (5–20 units):

$700 + $150 per tested unit

Must test 50% of units (minimum 4), plus common areas, following strict selection protocol.
Important: A failed dust wipe in any unit applies to that component in all units, requiring re-cleaning everywhere.
20-Year Exemption (Combined LIRA) – Pre-1960:

$1,000 + $250 per unit

All units and all common areas must be tested.
Fees – Large Multifamily (21+ Units)
Risk Assessments (21+ units):
Pricing depends on building size. Larger properties require testing a smaller percentage of units (if units are similar).

Report preparation fee: $1,000 (up to medium size), $1,500 for large buildings
Lead Inspection (XRF):
Testing requirements vary by construction year (1960–1977 vs pre-1960).
